Ironically, while recreational cannabis use and possession are legal in D.C., sales and large-scale production are not, and that’s because D.C. is caught in a tangle of local and federal laws (you know, the whole No Taxation without Representation thing).

There is one crucial loophole. Although most D.C. dispensaries are not allowed to sell marijuana (except medical dispensaries), they can gift marijuana up to 10 ounces. This minor caveat has sparked some serious creativity within the cannabis community.
