Senator Powell called the meeting to order and introduced Judge Butler, of East 'Tennessee. Judge-Butler prefaced his remarks'by staling-tbat it aflhrded him great deal of pleasure to address his audience on this occasion, but physical disability would 'permit him to theni but ri short time. He compared the circ*mstances ot the Radical- party at present with thetr circuuistahces two years ago, and lauded Brownlow as the 8dvocale of the colored man. Where, said he, stands the man, who had pledged himself to stand by the colored people? He stands the despised and the cursed of every true loyal, man of his State. No one" ought to succeed who would desert the party that stood by him in the time that tried men's souls.

It was. the "duty of loyal men to buckle on'their armor, politically, and a glorious triumph would be reached. Who did not feel encouraged and strengthened to go forward in the fight? A platform had been put forward which should be the'wateh-word. What was there in that plalform that a loyal man could object to? It declared all men equal before the law, and gave them the rights to which they were Justly entitled. Tennessee, proud Tennessee, had taken "a-position that-would make her the polar star in the coming political- contests.

The. ores of thinking men beyond the ocean were turned toward Tennessea'ahd the conflict progressing, between the friends Cj)f liberty and the advocates of oppression. A long and terrible contest was lirfora the loyal people. If all was true that had been said by ihe opposition journals, there was a dark way before them, and blood was to flow. Any wanton act would Irresisted to the last extremity.

The gauntlet had ie'en laid doVvn, and they must run by that schedule. They had pledged themselves and the country to Hand by Ihcir standard bearors, arid -the principlae ennnciated in the platform. He was glad to sec the colored man in the gallery to-night. Oh, said he, what spectacle is this, gentlemen the colored man taking part in the deliberation of a great State Convention The colored man had been true io Jus Government and flag, and exercised more judgment and good senso than his master. His old master would enslave him to-morrow if he had the power, to do it.

Slavery was not recognized as abolished iu the Southern States. Addressing bis colored hearers, be said Watch the rebels whenever they come among you heed them not, but go to your frieuds, get your balloti, and vote like men. It had been said that the Supreme Com would declare the Franchise Law but he thanked God that there was a power that would come to Ihe rescue when treason threatened to triumph over loyalty the Congress of the United The reconstruction bill, he said, had been denounced by the Conservative papi ri of "In its deleuse he referred to the killing of Senator Case, and a long list of unheard of outrages" committed in Obion county. In reference- to the compensation of loyal owners of property destroyed during thu war, he said that' it had been asserted that the poor and Ihe trash were the Union men of the South; if this was so the rich should b'i taxed for the property they stole while Ihe war was progressing. Conservative was a term tilted Io ty-ranls and usurpers a term well suited to those who had place and power in a government far removed from the people.

Tay lor had been sent into every portion of the State, to. the effect that 'Congress had passed a law prohibiting the intermarriage of whites and blacks. If this was true, the Congress of the Uni.ed States should be thrown into tho Potomac.

But it was not true a more villianous falsehood had never been piib'iiliej. Here the speaker interluded his remarks with a lengthy tirade in regard to the treatment of Federal prisoners during the war, dragging np every instance in which partisan bale had in the least vented itself on the part of the supporters of the Confederacy during'tlie war. Speaking of the manifested toward the idea of placing negroes in office, he said: I would rather see a nigg*r thed'overnor of Tennessee than Ishain G. Harris. TiBjalance of his remarkes were con-finclno laudation of the Radical party, the uegro, and Governor Brownlow, and the bitterest condemnation of everything opposed to Radical -policy.
